[民生调查]南充顺庆区大北街“遇峰必堵”

问题：

　“一方面是私家车排队进医院，另一方面是公交车无法靠站，怎么不堵嘛……”长期以来，顺庆区大北街“遇峰必堵”，特别是模范街口至市中心医院的近百米长路段，上下班高峰时，小车、公交车、摩托车、三轮车往往堵成“一锅粥”，行人过路都很困难。调查发现，三轮车乱窜、私家车排队进医院是引发该路段拥堵的主要原因。

高峰时期 医院门口排“长龙”，昨（19）日上午，多辆12路公交车从仪凤街进入大北街，随即遭遇拥堵。好不容易挪到市中心医院外的公交站台时，公交车根本无法靠站，只得当街停靠。前方20米医院入口道闸处，摆有一块“车位已满”的牌子。从道闸到水井巷口50米长路段上，停放着一排私家车。驾驶员们表示，自己是在排队去医院看病或探访住院的亲友。大北街其余路段两旁，早已停满了各种车辆，根本没有空位。
　　在靠水井巷附近，除一排私家车排队外，还有一排“火三轮”、人力客三轮在排队拉客。原本可并排通行两辆小车的路面变得十分狭窄，不可避免地发生交通拥堵。记者采访期间，多辆救护车进出医院。由于交通拥堵，救护车不得不拉响警报，缓慢向前挪动。“有的危重病人，可能就是几分钟时间就决定着他们的生死……”一位救护车驾驶员对医院外的交通状况很是无奈。

体验 开车不如步行快，目前，大北街上的公交线路仅有一条，就是12路公交车。多位12路公交司机表示，大北街是我市公交运行速度最慢的一条道路。“平峰时段，12路公交车进入大北街后经常反复刹车，高峰时堵得根本无法动弹……”公交司机周师傅说，高峰期时，12路公交车在大北街的运行速度只有5公里/小时，几乎等于步行。当天中午11点50分，一辆12路公交车进入大北街，记者便步行和这辆车“比赛”。当笔者走到小西街口半分钟后，这辆公交车才开过来。
　　当12路公交车在医院外的站台停靠时，经常出现摩托车、电马儿擦着公交车门驶过。“公交车无法进站停靠，既容易引发追尾，也很容易让当街上下车的乘客遭遇意外。”市公交公司安全科科长青毅表示，近几年来，公交车在大北街停靠时，多次发生乘客下车就被摩托车撞倒的事故，并因此产生纠纷。
